Note the hatchway (Q).

Note the entrance to the Library (R).

Look at the wall, move the painting, and take the 1/4 COG (S).

Select the crates for a HOP (T).

Locate all the items on the list (U).

You will earn the BOLT.

Walk right to the Library.
